Existing land use policies allow a mix of Commercial and Business uses. This land use category specifically requires regional-serving business and employment centers. These goals are in line with our priority to serve as a community asset and to provide local amenities.
MAINTAIN CLAREMONT AND UPLAND’S CHARACTER
The towns are a charming home to many businesses, colleges, and mature trees at the foothills of the San Gabriel Mountains.
The towns are defined by historic buildings, the sounds of the environment, and the colors and textures of the nearby hills. This proposed project will leverage its frontage along Monte Vista Avenue to maintain the neighborhood identity as a safe, charming, and architecturally distinctive.

The development of the future Mountain View Commercial Center proposed on the 54-acre former quarry will be regulated by a Specific Plan.
The plan preparation process provides multiple opportunities for the community to state its priorities. We intend that its program and use be informed by the needs and expectations of the community.
BUILD UPON WHAT EXISTS
The future Mountain View Commercial Center Development is a former quarry.
The landscape today is a result of years of excavation activity – wide pits between berms as tall as 40 feet high, and a variety of slopes, plateaus, and vistas. To reduce excess energy, expenses, and materials associated with leveling the site, we will consider how the landscape’s existing topography can be used to provide benefits to the community and achieve the City’s infrastructure and environmental goals.

The land is currently vacant and ready to serve as an asset to the community.
The 54-acre project site operated as a quarry for decades before ceasing operations about 30 years ago. We will explore and codify best practices that integrate future uses into the daily lives of the community. Such best practices might include placing retail shops at the street level, offering ample shade trees, and shared public space.
DEVELOP RESPONSIBLY
We are committed to the city’s sustainability goals and will integrate energy and water conservation into the proposed development.
The site’s adjacency to the San Antonio Creek Channel may also provide opportunities for stormwater runoff and groundwater recharge.
